Increasingly, labs are expected to use national frameworks and a local procurement process is not necessary.

 

1. The NHS Supply Chain framework agreements

There are two framework agreements applicable for sickle cell and thalassaemia screening that have been negotiated by the NHS Supply Chain.  There is one for antenatal screening and a separate one for newborn screening. On the antenatal framework at present there are five suppliers of equipment and reagents and on the newborn screening framework there are four suppliers. The antenatal agreement also includes equipment and reagents for the measurement of Hb A1c used for monitoring diabetic patients.

Please note that although the equipment and companies have satisfied the specifications stipulated in the tendering process, none of the equipment on the framework agreement has undergone a formal technical evaluation as part of this process. Separation and quantitation of haemoglobin variants and fractions varies between analysers. Laboratories must assure themselves that any analyser they chose is capable of providing accurate and reliable results for all of screening specimens they receive.

3. Prices

The companies have provided a comprehensive breakdown of the prices they will charge for different workload levels and different combination of tests. There are various options including leasing and capital purchase.

A laboratory is able to compare prices and equipment and make a decision about which analyser best suits their requirements. There is no desire to force labs in any particular direction.

The companies themselves will also be able to supply details of their equipment and prices for the agreement.

The two main advantages of the framework agreement are that laboratories do not have to tender for their new equipment, since that has already been done by the NHS Supply Chain, and that comparative prices are available for various workloads.
